This 300 million, from the USA, can be written off under the heading of national security. It was 300 million spent to orient Africa away from a Chinese influence. Which, from an administration who was unable to focus on Africa at all, it was money well spent in this context.
From this administration's abilities in National security and diplomatic matters, the counties, in which money was thrown at them, were the lucky ones.
